The Texas Department of Public Safety (DPS) announces the arrest of another fugitive from Texas’ 10 Most Wanted Criminal Illegal Immigrants List. Rigoberto Enrique Valencia was arrested on Friday, March 14, in Liberty County. A Crime Stoppers reward will not be given for his apprehension.
Rigoberto Enrique Valencia, 20, a criminal illegal immigrant from El Salvador, was arrested in Cleveland during a traffic stop conducted by DPS Special Agents and the Liberty County Sheriff’s Office. He had been wanted out of Harris County since August 29, 2024, for failing to appear (with a restricted weapon).
The Houston Police Department detained Valencia in March 2024 for illegally carrying a weapon. On August 25, 2024, he was detained again by the Houston Police Department for carrying a prohibited firearm and later bonded out of jail several days after.
Texas Crime Stoppers, which is funded by the Governor’s Public Safety Office, pays cash prizes to anyone who provides information that leads to the arrest of one of the state’s top ten most wanted fugitives, sex offenders, or criminal illegal immigrants. So far in 2025, DPS and other agencies have apprehended 16 Texas 10 Most Wanted Fugitives, Sex Offenders, and Criminal Illegal Immigrants, including four sex offenders and five criminal illegal immigrants, with $22,000 in incentives offered for tips that resulted in arrests.
To be eligible for cash rewards, tipsters must offer information to authorities via one of the following three methods:
- Call the Crime Stoppers hotline at 1-800-252-TIPS (8477).
- Submit a web tip through the DPS website by selecting the fugitive you have information about then clicking on the link under their picture.
- Submit a Facebook tip by clicking the “SUBMIT A TIP” link (under the “About” section).
All tips remain anonymous, regardless of how they are submitted, and tipsters will be given a tip number rather than a name.
DPS Special Agents collaborate with local and federal law enforcement agencies to apprehend all recognized criminal illegal immigrants and select fugitives from the Texas Ten Most Wanted Criminal Illegal Immigrants List. The current lists, along with images, are available on the DPS website.
Do not attempt to arrest these fugitives, as they are armed and deadly.
