Gabriel Luthor, 39, and his girlfriend Elizabeth Brown, 42, are accused by neighbors of throwing wild parties inside a 9,000-square-foot home on Welters Way in Eden Prairie.
“one party there were at least 200 people,” said Sue Donkersgoed, who lives across the street and is nicknamed “the neighborhood mayor.”
Following several neighbor complaints, a six-year investigation that included a 2023 raid on the Welters Way house, as reported in the Eden Prairie News, led to an indictment charging Luthor and Brown with conducting a fraud operation.
According to the indictment, Golden Victory Medical provided “neurofeedback therapy” and other medical services while overbilling Medicare, Medicaid, and private insurers by $15 million.
Brown, Golden Victory Medical’s founder and face, once claimed to serve 451 people every day, according to one search request.
According to the indictment, at least three other females who lived with the couple but were not accused assisted the couple in carrying out the scam, but only Luther and Brown profited.
“The whole thing couldn’t be made up,” Donkersgoed remarked, adding that she wasn’t surprised by the allegations.
According to court documents, Luthor and Brown drove lavish cars, which were all paid for with scam money.
According to a spending breakdown prepared by federal officials, Luther spent $99,000 at Minneapolis strip clubs, $32,000 at Minneapolis restaurants, and $5,000 on Tinder with numerous women in only one month.
Luthor has a criminal background that includes credit card fraud under the name Gabriel Langford. In 2019, a Hennepin County judge granted him permission to officially alter his name to Gabriel Luthor after he swore to the judge that his criminal record did not correctly reflect his character.
“These occurrences happened over ten years ago, and I have no additional criminal record (other than minor traffic violations).” I do not believe that this criminal history accurately reflects who I am today,” Luther stated. “While I genuinely believed at the time that I was not committing a crime, I am remorseful for my conduct and have served my punishment to its full extent.”
Brown and Luthor were detained in Las Vegas and freed on bond. They are set to appear in Minnesota court on April 30.
